The Chemical Extractor is used to obtain Yellow Cake from Uraninite, to use the Chemical reactor you need 3 things: Water (cells/buckets), Power, and Uraninite. Now to start making Yellow cake place Water in Slot 1, In slot 2 you place the Uraninite, In slot 3 will be the Yellow cake made from the extraction process, In slot 4 you can place a Battery (the infinite battery wont work)
When the process is done you will get 4 Yellow cake
